Etobicoke adds 217 affordable rental homes at West Square

The first phase at 15 Gibbs Road has opened 217 affordable rentals, with long-term affordability and a larger mixed-income community still being completed.

Toronto has opened 217 affordable rental homes at 15 Gibbs Road in Etobicoke, moving the first phase of the West Square redevelopment from announcement to occupancy.

According to the City of Toronto’s September 10 release, the new homes are part of a larger mixed-income, mixed-use community being developed with the Government of Canada and KingSett Capital Affordable Housing LP.

What opened

The 217 affordable homes include studios as well as one-, two- and three-bedroom apartments. The City says their rents will remain affordable for at least 40 years, creating a long-term supply commitment rather than a temporary discount.

The first phase also includes shared indoor amenities, future space for community organizations and access to a public park. The site is near transit in a growing Etobicoke neighbourhood.

What is still to come

When the full West Square redevelopment is complete, the City says it is expected to contain 1,135 homes: 788 market rentals and 347 affordable rentals. The September opening therefore represents part of the affordable component, not completion of the entire community.

Toronto supported the first phase with approximately $11.9 million in incentives through its Rental Housing Supply Program. Those measures included exemptions from development-related fees and charges and property-tax exemptions.

The City also placed West Square in a broader construction pipeline: 50 affordable-housing projects underway across Toronto, expected to produce more than 14,000 homes, including more than 4,200 affordable rentals.

Why it matters

For renters, the concrete development is that completed homes are now opening—not simply approved or funded. The range of apartment sizes may serve more household types than a building made up mainly of studios and one-bedroom units.

The larger test will be delivery of the remaining West Square phases and the City’s broader affordable-housing pipeline. Toronto’s release confirms the current opening and commitments, but it does not provide live vacancy, application or availability details.
